Working for Heifer Philippines is a team of professionals dedicated in bringing values-based holistic development to poor Filipino families. Below is the list of our team members and their short profiles:
Head Office/Country Program Office
Dr. Eduardo A. Sabio
Leading the overall program and administrative operations of Heifer Philippines is an international development specialist who is recognized for his expertise in participatory and community based rural development. Eduardo or Ed holds more than 20 years of solid academic and field level experience in managing people-centered initiatives and holistic development programs, and has worked in various poverty reduction, capacity building and action-learning projects in the Philippines, India, China, Vietnam, Lao PDR, and Guatemala. His association with other professional institutions allowed him exposure to about 10 other countries.
Ed finished his Ph.D. in Education (major in Agriculture, Extension, and Adult Education; and minor fields in International Agriculture and Rural Development, and Development Sociology) from the Cornell University, USA and Master of Management (major in Rural Development) from the University of the Philippines Los Baños, both under separate fellowship programs. He has undergone a broad range of international training programs in the fields of community development and social mobilization, natural resources management, sustainable agriculture, development management, sustainable development, and philanthropy and fund raising. Prior to joining HPI, he served as Senior Specialist and Program Head at the International Institute of Rural Reconstruction wherein he managed a multidisciplinary team of international professionals.
Upon taking the helm of the country program in 2004, Ed spearheaded and instituted organizational reforms to make HPI responsive to the emerging challenges of poverty alleviation, emphasizing accountability, relevance, and transparency. Under his participatory leadership, HPI has formulated a five-year strategic plan and has started programs and projects within the framework of ”New Beginning” for the Philippine Country Program.
Lyndell P. Tagle
Lyndell oversees the implementation of Heifer Philippines' field programs. He has more than 10 years of solid experience in coordinating, managing, and monitoring community development projects and was Heifer Philippines' PME Manager and Regional Program Manager for Visayas for more than two and three years, respectively. Having been exposed to the work of several private and government institutions, Lyndell possesses well-developed skills in writing project plans and proposals, conducting feasibility studies, and facilitating and evaluating community programs. He holds an MS degree in Business Administration.
Sarah C. Dominguez
Sarah manages all the education and training activities of the Philippine Country Program, both at the organizational and project levels. A social development specialist, Sarah holds an extensive background in designing, implementing, and evaluating training programs. Prior to her appointment in HPI, Sarah was the Area Manager for Zambales Area Office of the Merciphil Development Foundation, Inc (MDFI), a local development organization. She designed several learning modules; organized a pool of trainors; and managed the planning, implementation, monitoring, and evaluation of all programs and projects of MDFI-Zambales. Sarah holds a Masters Degree in Development Management.
Mariane M. Umali
Mariane or Mars manages communication and networking activities. A development communication specialist, she holds eight years of experience in formulating and implementing communication programs, packaging information materials, popularizing technical information, and producing publications for varying audiences. Prior to joining HPI, Mariane has worked in the fields of public relations, technology extension, and radio broadcasting.
Maribe G. Basco
Maribe or Mabe manages Heifer Philippines' administrative and human resource operations. She develops administrative procedures and controls, formulates personnel development strategies, and liaises with different Heifer International units for administrative matters. She is an accounting specialist and has been working for HPI since 2002. Mabe holds a working experience in cash management, labor auditing, program coordination, inventory management, and preparing progress reports. She has worked with several private organizations and has undergone various national and international training programs.
Karen Marla N. Rodulfo
As Monitoring and Evaluation (M&E) Officer, Karla helps the PM&E Manager implement an M&E system; monitor and evaluate projects; and develop and maintain a project database. An M&E specialist, Karla holds a BS in Sociology, Bachelor of Laws degree, and a Diploma in Industrial Relations. Prior to working in HPI, Karla was the National M&E Officer of the Poder y Prosperidad dela Comunidad (PODER), a community development project funded by Agencia Española Cooperacion Internacional of the Spanish Government. She also worked as M&E Officer of the Land Administration and Management Project of the Department of Environment and Natural Resources.
Daisy E. Loquinario
As Training Officer, Daisy helps the Training Manager in the Heifer's program education and training activities. Daisy has been a training specialist for more than 20 years. She has worked as a trainer in various nongovernment and government development organizations. She has solid background in conducting TNA's and organizing and facilitating community and NGO training programs. Daisy is proficient in developing modules and learning materials and also has strong experience in micro-project development, M&E, women's issues and environment programs.
Jasmine B. Gabriel
Jasmine or Jaz manages the program accounting operations of Heifer Philippines and develops and maintains the filing system of financial records. She likewise assists in processing financial transactions and prepares timely bookkeeping reports. An accounting specialist, Jaz is proficient in conducting audits and preparing financial reports, including formulating recommendations. Prior to her appointment in HPI, Jaz was the Internal Auditor of the SOS Children’s Villages National Office.
Ma. Lovella L. Uypetilla
Ma. Lovella or Belle is a graduate of Bachelor of Science in Accountancy from Philippines Christian University at Taft Avenue Manila. She took her Masters in Business Administration at University of Perpetual Help Rizal in Las Piñas City. Belle has experience in working with various business and non-profit organizations. She served as an Inventory and Billing Assistant at Colombo Merchant Philippines and Senior Finance Co-Worker at SOS Children’s Village where she monitored and updated the Children’s Money Gift. Belle also worked as an English online tutor at Maximum Solutions Inc.
Jazer T. Marcelo
Jazer will provide secretarial and related administrative support to Heifer Philippines. He will coordinate with the Administrative Officer in maintaining records, conduct supplies and equipment inventories, facilitate incoming and outgoing communications, and perform other related duties.
A human resources practitioner, Jazer holds a BS in Psychology. Prior to his appointment in HPI, Jazer worked as Human Resources Associate for the International Institute of Rural Reconstruction where he planned and implemented, in coordination with the Director, recruitment, staff development, and performance assessment activities. He has also worked as Training Staff for Sharp Philippines Corporation.
Clemente E. Roa
Clemente or Clem has been a dedicated member of the Heifer Philippines Team since 2001. He ferries staff members, project partners, and visitors to various destinations and helps in the day-to-day operations of HPI's Country Office. He has worked as a driver in private organizations and as an insurance agent before joining HPI.
Marlo P. Monteverde
Marlo has been actively giving committed help in the operations of Heifer Philippines' Country Office fro the past six years. He provides crucial logistical support and assists in the day-today administrative functions of the office.
Senior Program Manager for Support
Manuel D. Buliyat
Manuel or Mihan leads the implementation and coordination of Heifer Philippines' programs and operations in North Luzon. A devoted community organizer, Mihan has been actively helping marginalized groups since his volunteer days in college. He has 29 years of solid experience in alleviating poverty in underserved communities, and has comprehensive education and training in the fields of agricultural production, technology transfer, municipal planning and development, and rural alleviation. In his five years of working with Heifer, Mihan has earned a well deserved reputation in HPI's Luzon project sites for his tireless work, dedication, patience, and professionalism.
Olowan K. Dom-oguen, Jr
Olowan or Jun helps in bringing holistic development in Luzon by coordinating and facilitating the planning, implementation, monitoring, and evaluation of HPI projects and programs. He has a deep understanding and appreciation of the plight of people in rural communities, having himself lived and worked in one of the most depressed areas in the country. Jun is agriculturist by profession and has developed and managed a demonstration farm in Tabuk, Kalinga. In his desire to help the poor he has trained various groups and individual farmers in sustainable and integrated agriculture, and has worked for the poverty alleviation initiatives of the Central Cordillera Agricultural Program.
Florencio A. Tuguinay
Florencio or Pollen facilitates the development and coordinates the management of values--based holistic development programs and projects in Luzon. Pollen is a seasoned community organizer and holds seven years experience in rural development. Prior to joining Heifer Philippines, Pollen worked as Agriculturist, Institutional Development Officer, and Team Leader in the EU-funded Central Cordillera Agricultural Programme (CECAP) in Kalinga. He also served as Community Facilitator and Area Coordinator of KALAHI-CIDSSS:KKB, a poverty alleviation program funded by the World Bank. Pollen is a graduate of Bachelor of Science in Agricultural Education and is a licensed teacher.
Agapito or Aga has been working for the Luzon Regional Office for the past four years. He actively helps the Heifer Luzon Team by ferrying staff members and partners to project sites and performing crucial support services during important activities, and even for day to day operations. He likewise maintains the running condition of Heifer Philippines' vehicle in the region.
Rico V. Locaba
Rico leads the implementation and coordination of Heifer Philippines' programs and operations in Southeast Luzon. A true rural development worker at heart, Rico brings his 15 years of practical field-based experience and mature understanding of grassroots issues to strengthen HPI's commitment in ending hunger and poverty. Having occupied regional and countrywide management level positions in several development organizations before joining HPI, he is adept in planning, organizing, implementing, and monitoring programs and has conceptualized innovative approaches in the field. Likewise, Rico has participated in international seminars and conducted local training programs for various NGOs, GOs, academe, and farmer groups.
Berlina G. Gatchalian
Berlina facilitates the development and coordinates the management of values-based holistic development projects and programs in Southeast Luzon. Berlina is an experienced community development practitioner. She has worked in various government and foreign-funded development projects and holds a Masters degree in Management major in Public Management. Prior to joining Heifer Philippines, Berlina worked as a Community Development Specialist at the Department of Social Welfare and Development and Project Development Officer of the EU-funded Aurora Province Intergrated Area Development. Berlina has also worked as a Tourism Operations Officer of Aurora Province.
Lolita M. Arellano
Lolita facilitates the development and coordinates the management of values-based holistic development projects and programs in Southeast Luzon. Lolita holds a solid experience in community development, particularly in coordinating, implementing, and managing poverty alleviation programs. She is adept in the various approaches of development PME, disaster risk management, resource mobilization and linkaging, and community economic empowerment. She has worked as a Technical Officer for Livelihood of Plan Philippines and Field Coordinator of the International Institute of Rural Reconstruction.
Jose Romualdo U. Manrique
Jose or Joe transports HPI staff members, partners, and visitors and provides administrative and logistical support in all HPI Southeast Luzon activities and maintains the running condition of Heifer's vehicle in the region. Joe is a graduate of BS Commerce and has worked in government and private institutions.
Marlene Rose D. Nocete
Marlene Rose leads the implementation and administration Heifer Philippines projects and programs in the Visayas . A social worker by profession, she has more than 11 years of extensive experience in various areas of development work. She was involved with several international organizations, facilitating and managing development programs for self-help families and communities. She is strong on social mobilization and community organization, and has proven skills in proposal packaging and collaborative work. She designed and facilitated development trainings for various sectors and implemented environmental rehabilitation projects. Aside from being the Regional Manager for Visayas, Marlene Rose is also HPI's gender point person.
Irenea T. Bajarias
Irenea or Nene facilitates the development and coordinates the management of values-based and holistic development programs and projects in Visayas. Nene is adept in the various approaches and components of project planning, implementation, and management; people’s organization formation and strengthening; and project impact assessment. A graduate of BS Agriculture, Nene holds 15 years of solid experience in community development. She served as a Project Manager to the EU-funded Community Organizing and Livelihood Development Component of RSPL and Program Consultant to World Neighbors prior to joining Heifer Philippines. She has also occupied managerial positions in different local NGOs and foreign-funded projects, extending her expertise in community organizing, M&E, social research, and community-based agroforestry and environment projects.
Marcos E. Bollido
Marcos or Mark facilitates the development and coordinates the management of values-based holistic development projects and programs in Visayas. Mark holds more than 11 years of experience in community development and is a specialist in project management; program planning, monitoring, and evaluation; and holistic program implementation. He worked as a Project Officer of Plan Philippines and Maintenance, Monitoring, and Evaluation Officer of the AusAid-funded Municipal Solar Infrastructure Project. Mark has also worked as a Community Development Worker of the Samar Enterprise Resource Center Foundation, Inc and a manager of a private cattle farm.
Felix C. Baldivino
Felix has been an active member of HPI's Visayas Team since 2003. He helps staff members and partners reach various field destinations, and maintains the working condition of the vehicle in the region. Prior to his joining HPI, Felix worked as a Driver and Mechanic at the Office of Provincial Veterinarian of Bohol under its Let's Help Bohol Program.
Olegario B. Ayensa, Jr
Olegario or Jun leads all of HPI's programs, projects, and operations in Mindanao. He is an agriculture specialist who has comprehensive knowledge in the diverse facets of development work. Having worked with various development organizations, government institutions, and even the local press, Jun is proficient in managing community projects, planning and monitoring women's health initiatives, formulating local development strategies, and developing natural resources conservation programs. He has successfully integrated his interest on agricultural technologies with his concern for marginalized communities. Jun privately manages the only community tissue culture laboratory in Misamis Oriental and has greatly helped small farmers improve their productivity.
Girmay P. Llaguno
Girmay facilitates and coordinates the development and implementation of HPI's holistic programs and projects in Mindanao. After his Year of Service - Volunteer with a poor community in Valencia City, Bukidnon Province right after college graduation, Girmay developed a deep concern for underserved people and has chosen to work in the field of rural development with the non-government organizations in Mindanao. He has managed several sustainable agriculture projects, specializing in farm diversification while applying his technical knowledge in animal science. He has likewise spearheaded cooperative development and community livelihood initiatives. Girmay has undergone various trainings and earned units in MS Agriculture.
Inocencio M. Constante
Inocencio or Sensoy will facilitate the development and coordinate the management of values-based and holistic programs and projects in Mindanao. A former seminarian and a graduate of BS Agricultural Technology, major in Animal Husbandry, Sensoy holds solid expertise in development, particularly in community organizing, packaging micro and macro proposals, managing and coordinating development programs, and networking. Prior to joining HPI, Sensoy worked as the Community Organizing and Development Supervisor of a local NGO in Mindanao and Project Manager of Blessed Philippines, Inc. He also worked as a volunteer and missionary in slum areas in Manila and underserved sectors in Singapore, Malaysia, and Indonesia. Sensoy is a licensed teacher and is currently taking a masters degree in Public Administration.
Amiel B. Macamay
Amiel has been earnestly helping HPI's initiatives in Mindanao since 2002. He transports HPI staff members, partners, and visitors to different projects sites and destinations. He likewise provides administrative and logistical support in all HPI Mindanao activities and maintains the running condition of Heifer's vehicle in the region. He has worked as a driver-mechanic in several organizations and as a laboratory assistant of Environmental Management Bureau of the Department of Environment and Natural Resources-10 (EMB-DENR) before moving to HPI.
