Our Partnership
and Project Development Process

To bring holistic and integrated development to poor families, Heifer Philippines forms participatory partnerships with implementing and support organizations. Implementing partners are civil society groups who are working directly in communities under our coverage areas. They include:

  • nongovernment organizations
  • peoples' organizations, and
  • civic networks and alliances

Support partners provide services and assistance crucial to the delivery and success of projects. They include:

  • resource institutions,
  • government agencies and organizations,
  • technical agencies, and
  • private and individual donors

To form partnerships and projects, we:

  1. Invite and screen potential partner organizations
  2. Conduct Cornerstones Workshop for potential partners
  3. Invite potential partner to submit concept papers
  4. Evaluate the concept paper
  5. Invite the potential partner to develop the concept paper into a full-blown proposal
  6. Evaluate the proposal
  7. Sign a Letter of Agreement with the partner organization
  8. Assist the partner organization to plan and implement the project
  9. Monitor and evaluate the project with the partner organization

What is Heifer Project International (HPI)?

Heifer Project International is one of many nongovernmental organizations involved in rural development around the world. It works at the grassroots by providing animals and training to organized local groups that request assistance.
