Working for Heifer Philippines is a team of professionals dedicated in bringing values-based holistic development to poor Filipino families. Below is the list of our team members and their short profiles:

Hercules C. Paradiang
Country Director

Herc ParadiangHerc Paradiang comes to Heifer International Philippines with over 18 years experience in social justice and community development work, including 11 years of direct experience in international community development as Country Director for Feed the Children International Philippines Program, then as Feed the Children International's Regional Director for Asia/Africa and later as Director of International Program, also for Feed the Children International.  Through his work with Feed the Children, Herc has gained a great deal of experience in both the programmatic and operations aspects of community development which gave him the skills and experience to lead Heifer International-Philippines as Country Director.

 

Lyndell P. Tagle
Senior Program Manager - Field

Lyndell oversees the implementation of Heifer Philippines' field programs. He has more than 10 years of solid experience in coordinating, managing, and monitoring community development projects and was Heifer Philippines' PME Manager and Regional Program Manager for Visayas for more than two and three years, respectively. Having been exposed to the work of several private and government institutions, Lyndell possesses well- developed skills in writing project plans and proposals, conducting feasibility studies, and facilitating and evaluating community programs. He holds an MS degree in Business Administration.

 

Sarah C. Dominguez
Training Manager

Sarah manages all the education and training activities  of the Philippine Country Program, both at the organizational and project levels. A social development specialist, Sarah holds an extensive background in designing, implementing, and evaluating training programs. Prior to her appointment in HPI, Sarah was the Area Manager for Zambales Area Office of the Merciphil Development Foundation, Inc (MDFI), a local development organization. She designed several learning modules; organized a pool of trainors; and managed the planning, implementation, monitoring, and evaluation of all programs and projects of MDFI-Zambales. Sarah holds a Masters Degree in Development Management.

 

Carlos William W. Azucena
Communication and Networking Manager

William oversees all information, communication and networking activities of Heifer Philippines’ Country Program. He documents and coordinates production of stories about Heifer’s impact on the lives of families and communities across HPI’s regional programs. He supervises the production of HPI’s Chronicles and other publications, audio-visual productions, setting up of exhibits and other communication campaign activities. Before joining HPI, he served as Project Manager of the Bataan Coastal Resources Management Program for five years, then as Information, Education and Communication (IEC) Specialist for the Sulu-Sulawesi Seascape Project of Conservation International – Philippines. William holds a degree in BS Development Communication (Major in Development Journalism) with advance studies on Master of Communication Management from the Asian Institute of Journalism and Communication and MS Environmental Science from UPLB.

 

Karen Marla N. Rodulfo
Planning, Monitoring, and Evaluation Manager

Karla oversees Heifer Philippines’ Planning, Monitoring and Evaluation (M&E) activities, system and plans; she monitors and evaluates projects; and develops and maintains a project database system. An M&E specialist, Karla holds a degree on BS Sociology complemented by a Bachelor of Laws degree and a graduate Diploma in Indutrial Relations. Before joining HPI, Karla served as the National M&E Officer of the Poder y Prosperidad dela Comunidad (PODER), a community development project funded by the Agencia Española Cooperacion Internacional of the Spanish Government. She also worked as M&E Officer of the Land Administration and Management Project of the Department of Environment and Natural Resources.

 

Maribe G. Basco
Administrative Manager

Mabe manages Heifer Philippines’ administrative and human resource operations. She develops administrative procedures and controls, formulates personnel development strategies and liaises with different HPI units for administrative matters. Mabe is an accounting specialist and has been working for HPI since 2002. Mabe holds a working experience in cash management, labor auditing, program coordination, inventory management and preparing progress reports. She has worked with several private organizations and has undergone various national and international training programs.

 

Anthia D. Aberia
Finance Manager

Thia manages all financial and accounting aspects of the HPI Country Program and supervises the Finance Unit. A Certified Public Accountant, Thia has more than 17 years of experience in accounting, financial management and analysis and developing modules as well as conducting financial training programs. She is well-versed in the financial and administrative management of development projects funded by intwernational agencies such as the European Union, USAID, ICCO-Netherlands, VSO-UK, Global Fund and PACAP. Before joining Heifer, Thia worked as the Head of Procurment and Supply Management of the Department of Tropical Disease Foundation, Financial Management Adviser of the Foundation of the Peoples of South Pacific and Performance Auditor of the national government of Vanuatu under VSO, and Financial Analyst and Consultant of the Philippine Business for Social Progress.

 

Henry M. Maamo
Finance Officer

Henry takes care of the books and accountinng records of HPI’s Project Partners in the Visayas and Mindanao Regional Program. He provides auditing support to project partners’ in their transaction and check their accounting records if they are in accordance with the set budget and generally accepted accounting procedures. He also assisted in processing financial transactions and prepares up-to-date bookkeeping reports. Henry is a Certified Public Accountant and is proficient in conducting audits, preparing fiancial reports and formulating recommendations for better bookkeeping. Before joining HPI, Henry served as Accounting Supervisior and Professor at the TRACE Computer College.

 

Fatima R. Ordoyo
Finance Officer

Pat is in charge of the books and accounting records of HPI’s Project Partners in the North Luzon and Southeast Luzon Regional Programs. She provides timely auditing support to project partners and checks their transactions/books if they concurr with generally accepted accounting principles. She is also responsible for all payroll transactions and records of all HPI staff. Pat also provides key inputs in preparing financial transaction reports, monthly and quarterly reports and financial statements. She previously worked as Tax Auditor for Worldnet Achievers’ Consultancy Company and as General Accounting Assistant with Malaya Ship Management Co., Inc. Pat is a Certified Public Accountant with a degree on BS Accountancy from the University of the Philippines – Visayas. She is currently taking up Master of Business Administration at the Polytechnic University of the Philippines.

 

Priscilla L. Almonte
Assistant to the Country Director

Peachy provides and manages administrative, secretarial and logistical support to the Country Director and his office. She gives crucial support to the Country Director in carrying out his leadership role and functions. She interacts with Country Office Managers and Regional Program Managers as well as Program Officers to promote pro-active communication &coordination across the organization. Peachy is a graduate of St. Paul College of Manila with a BS degree in Commerce major in Business Management. Prior to working in HPI, Peachy worked with top companies and corporations like Far East Bank and Trust Company, M+W Zander Phils., Inc. ( a German construction firm ), Philam Plans, Inc. and Cara Celine Dormtel ( the first hotel type dormitory in the Philippines).

 

Clemente E. Roa
Driver/Auto Mechanic  

Clem has been a dedicated member of the Heifer Philippines Team since 2001. He ferries staff members, project partners, and visitors to various destinations and helps in the day-to-day operations of HPI's Country Office. He has worked as a driver in private organizations and as an insurance agent before joining HPI.

Marlo P. Monteverde
Office Assistant

Marlo actively gives committed service and assistance in the daily operations of HPI’s Country Office for the past six years. He provides crucial logistical support and assists in the day-to-day administrative functions of the office.

Northern Philippines (North Luzon) Regional Office

Manuel D. Buliyat
Regional Program Manager 

Mihan leads and supervises the implementation and coordination of Heifer Philippines’ programs and operations in North Luzon. Mihan is a devoted community organizer who actively helps marginalized groups since his volunteer days in college. He has 29 years of solid experience in alleviating poverty in poor communities and has comprehensive education and training in the fields of agricultural production and technology transfer, municipal planning and development as well as rural development. In his five years of working with Heifer, Mihan has earned a well-deserved respect and reputation in HPI’s North Luzon project sites for his tireless work, dedication, patience and professionalism.

 

Olowan K. Dom-oguen, Jr
Program Officer 

Olowan or Jun helps coordinate and facilitate the planning, implementation as well as monitoring and evaluation of Heifer’s projects and programs in North Luzon. He has a deep understanding and appreciation of the plight of rural communities, having himself lived and worked in one of the most depressed areas in the country. Jun is an agriculturist by profession and has developed and managed a demonstration farm in Tabuk, Kalinga. In his desire to help the poor, he has trained various groups and individual farmers in sustainable and integrated agriculture. Jun has worked previously with the poverty alleviation initiatives of the Central Cordillera Agricultural Program.

Florencio A. Tuguinay
Program Officer for Luzon

Pollen facilitates the development & management of values- based holistic community development programs and projects in North Luzon. He is a seasoned community oragnizer with seven years of experience in rural development. Before joining HPI, he worked as Agriculturist and Institutional Development Officer and Team Leader in the EU- funded Central Cordillera Agricultural Programme (CECAP) in Kalinga. Pollen also served as Community Facilitator & Area Coordinator of KALAHI-CIDSSS:KKB, a poverty alleviation program funded by the World Bank. Pollen holds a BS degree in Agricultural Education and is a licensed teacher.

Central Philippines (Bicol & Visayas) Regional Office

Rico V. Locaba
Regional Program Manager

Rico leads the implementation and coordination of Heifer Philippines’ programs and operations in Southeast Luzon. He is a true rural development worker at heart, and brings his 15 years of practical field - based experience and mature understanding of grassroots issues to strengthen HPI’s commitment in ending hunger and poverty. Having occupied regional and countrywide management level positions in several development oragnizations before joining HPI, he is adept in planning, organizing, implementing and monitoring programs and has conceptualized innovative approaches in the field. Likewise, Rico has participated in international seminars and conducted local training programs for various NGOs, Gos academe and farmer groups.

Berlina G. Gatchalian
Program Officer

Berlie facilitates the development and coordinates the management of values-based holistic community development projects and programs in Southeast Luzon. Berlie is an experienced community development practitioner. She has worked in various government and foreign-funded development projects and holds a master’s degree in Management major in Public Management. Beofre joining Heifer Philippines, Berlie worked as a Communirty Development Specialist at the Department of Social Welfare and Development and as Project Development Officer of Aurora Province.

 

Fermin C. Rempillo
Program Officer

Toto facilitates and coordinates the development and management of values-based holistic community development projects and programs in the Central Philippines Regional Program. Prior to joining Heifer Philippines, Toto worked for the Socio Pastoral Action Center Foundation, Inc. (SPACFI). He was also involved in the NGO Netwrok (CBD) in Bicol. Toto holds a Bachelor of Arts major in Social Sciences at the La Consolacion College of Daet in Bicol Region. He also took up and earned units in Masters in Public Management at the Divine College in Legaspi City in the same region. He also enrolled in Masters Degree in Public Administration/Local Governance at the Bicol University through the scholarship program of Bicol Consortium for Development Initiatives (BCDI) and Bicol University.

 

Irenea T. Bajarias
Program Officer for Visayas

Nene facilitates the development and coordinates the management of values-based and holistic development programs and projects in Visayas. Nene is adept in the various approaches and components of project planning, implementation, and management; people’s organization formation and strengthening; and project impact assessment. A graduate of BS Agriculture, Nene holds 15 years of solid experience in community development. She served as a Project Manager to the EU-funded Community Organizing and Livelihood Development Component of RSPL and Program Consultant to World Neighbors prior to joining Heifer Philippines. She has also occupied managerial positions in different local NGOs and foreign-funded projects, extending her expertise in community organizing, M&E, social research, and community-based agroforestry and environment projects.

Olegario B. Ayensa, Jr
Regional Program Manager 

Olegario or Jun leads all of HPI's programs, projects, and operations in Mindanao. He is an agriculture specialist with comprehensive knowledge in the diverse facets of development work. Having worked with different development organizations, government institutions, and even the local press, Jun is proficient in managing community projects, planning and monitoring women's health initiatives, formulating local development strategies, and developing natural resources conservation programs. He has successfully integrated his interest on agricultural technologies with his concern for marginalized communities. Jun privately manages the only community tissue culture laboratory in Misamis Oriental and has greatly helped small farmers improve their productivity.

 

Girmay P. Llaguno
Program Officer  

Girmay facilitates and coordinates the development and implementation of HPI's holistic programs and projects in Mindanao. After his Year of Service - Volunteer with a poor community in Valencia City, Bukidnon Province right after college graduation, Girmay developed a deep concern for underserved people and has chosen to work in the field of rural development with the non-government organizations in Mindanao. He has managed several sustainable agriculture projects, specializing in farm diversification while applying his technical knowledge in animal science. He has likewise spearheaded cooperative development and community livelihood initiatives. Girmay has undergone various trainings and earned units in MS Agriculture.

 

Inocencio M. Constante
Program Officer for Mindanao

Sensoy facilitates and coordinates the development and management of values- based and holistic programs and projects in Surigao del Sur and Agusan del Sur in Mindanao.  He is former seminarian and a graduate of BS Agricultural Technology, major in Animal Husbandry. Sensoy has solid expertise in development, particularly in community organizing, packaging micro and macro project proposals, managing and coordinating development programs, and networking. Prior to joining HPI, Sensoy worked as the Community Organizing and Development Supervisor of a local NGO in Mindanao and Project Manager of Blessed Philippines, Inc. He also served as a volunteer and missionary in urban poor areas in Metro Manila as well as under-served sectors in Singapore, Malaysia, and Indonesia. Sensoy is a licensed teacher and is currently taking a masters degree in Public Administration.
