Heifer International Philippines
is seeking qualified candidates for the following positions:

TECHNICAL SUPPORT MANAGER (code: TSM)

cooperation with team members, takes leadership in facilitating and coordinating Heifer International global initiatives ensuring transparency, policy compliance and communication with relevant departments of Heifer Head quarters. This position will interact with similar positions in other country program teams to promote consistency throughout the Asia/South Pacific Program. This position reports directly to the Senior Program Manager-Support Program and will be based in Alabang Office.

Qualifications:  Bachelor’s degree in Agriculture/Veterinary/Animal Science or Social Science or related fields plus 3-5 years relevant experience required; Master’s degree preferred. Other job-related education and/or experience may be substituted for all or part of these requirements.

 

MONITORING AND EVALUATION OFFICER (code: MEO)

This position provides support to regional offices and project partners in preparing project monitoring and evaluation plans. The Officer will also assists in ensuring regular monitoring and evaluation of projects and maintaining a database system at the country program office for timely and efficient information storage, processing and sharing. This position reports directly to the Planning, Monitoring and Evaluation Manager and will be based in Alabang Office.

Qualifications: Bachelor’s Degree in Development Management, Public Administration or Development Studies with at least  one (1) to three (3) years work experience in development organizations; extensive exposure in participatory planning, monitoring and evaluation tools and techniques will be an advantage.

 

TRAINING OFFICER (code: TO)

This position provides leadership in education and training endeavors of Heifer International Philippines in accordance with its Five-year Strategic Plan.  The Officer will be responsible for ensuring that project and organizational learning are in conformity with Heifer’s agenda, systems and procedures, and are executed in timely and appropriate manner involving key staff of the Philippine Country Program Office. This position reports directly to the Training Manager and will be based in Alabang Office.

Qualifications: Degree in Social Science, Extension and Adult Education, or Development Studies required; post graduate studies or units preferred; plus at least three years experience in Education and Training within community-based development work; experience in holistic, integrated and participatory approaches preferred.

 

FINANCE OFFICER (Code: FO)

This position facilitates all financial and accounting aspects of the country program, providing support to regional offices and other units to ensure and maintain accountability for the smooth operation of Country Program Office. This position will work directly with the Finance Manager and will interact with other units as well as with HQ and other Country Program Offices to promote consistent application of financial systems and procedures. This position will be based in Alabang Office.

Qualifications: Bachelor’s degree in finance, accounting or other related field; plus three (3) years of office experience; other job-related education and/or experience may be substituted for all or part of these basic requirements.

 

Knowledge, Skills and Abilities for all Positions:

  • Excellent oral and written communication skills in English.
  • Familiarity with basic issues associated with poverty, hunger, and environment.
  • Strong leadership, facilitation, presentation and interpersonal abilities.
  • Ability to foster and maintain a spirit of unity, teamwork, and cooperation among all personnel – a team player.
  • Ability to cooperate effectively with the Philippine program staff, other field personnel, project partners and like-minded organizations; sensitivity in working with multiple culture and beliefs.
  • Computer proficient in word processing, spreadsheets, presentation tools and internet.
  • Ability to speak some regional languages is desirable.
  • Ability and willingness to work with flexible schedule.
  • Knowledge and experience with development work in other countries an asset.
  • Willingness and ability to travel extensively, both local and international destinations.
  • Knowledge of rural livestock situation in the Philippines (particularly applicable for TSM).
  • Theory and application of planning, monitoring and evaluation tools in development projects (particularly applicable for MEO).
  • Strong knowledge and application of ACCPAC Accounting system.  (particularly applicable for Finance  Officer).
